Parka Jacket Waterproof

What type of jacket to buy a toddler?
My daughter was born in July, so in December she will be 17 months old. I can't decide if her winter coat should be a fleece jacket (lighter weight, more carseat friendly, easier for her to move in) or a warmer parka (only advantage is that it's warmer and maybe more wind/waterproof, but they seem so bulky). I live in central VA so we have some bitter cold days but it does not snow frequently.
What have you guys done with your children when it comes to winter coats?
I have always done 2 coats because it is important to have a coat that isn't to bulky for in the car so usually a fleece jacket because of the chances of not being properly secured in the car seat if in a bulky coat because it is hard to get it tightened right. So then I also use a heavier waterproof jacket for playing outside in the snow or just when it is colder. The lighter jacket for in the car is good because usually if you are going somewhere in the car the heater is on and it usually comes off when you get where you are going. So for that reason if you only wanted to get one jacket I would say go for the heavier one and just use a sweater or something for in the car and she can wear the heavier jacket to and from the car.
